Job Description:
The responsibility of this full-time position is to create events, festivals and promotions designed to draw people to Belleview, enhance the economic potential for Belleview businesses, and promote Belleview by increasing the City's presence on various social media and other platforms to carry out the Commission vision of creating a family friendly community with small town charm.
This position works is trained by and coordinates with the City Clerk and reports to the City Administrator.
III.
ESSENTIAL JOB FUNCTIONS:
Events:
1.
Coordinates and facilitates events that the Commission deems appropriate from concept through post-event analysis to promote Belleview as a City with Small Town Charm and present the City in a positive, family-friendly light.
Events at this point include monthly Foodie Fests as well annual events such as Fishing Derby, Founder's Day, Trunk or Treat and Light-Up Lake Lillian.
2.
Markets the events to local businesses for sponsorships; develops event budgets including projected revenues from donations and expenditures for promotional items, routine event costs and advertising.
3.
Distributes schedules to the police department for event awareness and security coverage; distributes schedules and work orders to the public works department for maintenance, cleaning and assistance when necessary.
4.
Contacts vendors to coordinate scheduled attendance at events; obtains signed agreements and collects fees in accordance with city policy.
5.
Researches and orders appropriate and positive promotional materials to be distributed at city events.
6.
Represents and promotes the City at other local events such as Marion County Days when a City booth is requested.
Promotions / Social Media Team:
1.
A member of the Social Media Team for the City; coordinates posts on social media accounts with other members as necessary; assists other departments to get information posted to the City's official Facebook site and / or the City's website.
2.
Develops and coordinates event press releases for all social media platforms including Facebook, the City Website, the Quarterly Newsletter to Citizens, and the printed press.
3.
Assists in monitoring social media and responding appropriately in accordance with current records law and city policy.
Miscellaneous:
1.
Coordinates and tracks the rental of spaces for the citizens in the Mary Ann Cafaro Community Garden; invoices and receipts the bed rentals; coordinates the plantings with Feed the Need; advertises appropriate on Facebook; coordinates with the public works staff for routine maintenance items such as fill dirt or bed repair / creation.
2.
Orders supplies and prepares Welcome Bags to be given away to new citizens signing up for utility services.
3.
Oversees Youth Commission activities including recruitment of high school students to serve on Belleview Youth Commission; plans and coordinates guest speakers to help educate youth commissioners in local governmental activities; oversees Youth Commission activities to insure the students accomplish the established goals and remain engaged during their terms of office; coordinates the annual Youth Commission community project; monitors volunteer hours at the City for college admission requirements.
Financial:
1.
Monitors approved budget; separately tracks fees, donations, refunds, promotional purchases, and contracts for services; compares with General Ledger for accuracy; works with the City Administrator and the Finance Director on budget recommendations.
Administrative:
1.
Assists the City Administration Department in any administrative tasks as necessary.
IV.
NONESSENTIAL JOB FUNCTIONS:

Assist other City Departments as requested and time permitting.

Assists with any other duties as assigned.
V.
SERVICE:
1.
Reports to work at the assigned time, appropriately dressed, and proceeds with job function unless otherwise directed.
2.
Direct contact with citizens, elected and appointed officials, developers and contractors in person, over the telephone, and through written correspondence.
3.
Direct contact with employees of other departments, in person, over the telephone, and through written correspondence.
4.
Must communicate clearly and courteously to assist others in person, by phone and through written correspondence.
VI.
FUNCTIONS AND ACTIVITIES FOR EACH ESSENTIAL JOB FUNCTION:

This employee must be capable of accomplishing the following tasks:
1.
Event Planning:
must have the physical stamina to work at day-long events (indoor or outdoor - in various weather conditions); coordination of the event requires much physical activity before, during and after the event requiring bending, stooping, stretching, walking, getting in and out of vehicles to place and pick up promotional signs around the City, pick up any supplies that are required for the event, move supplies and equipment to the event, set up the City table, vendor placement, and troubleshooting throughout the day - all of which will much walking and physical activity including many trips around the lake / park area (or whichever venue the City is involved in a function) before, during and after the events.
2.
General Office:
multi-tasking to carry out the various job duties and functions pertaining to events; must be able to work with frequent interruptions to assist citizens and vendors; must have manual dexterity and eye coordination for use in computer data entry and calculator manipulations; must be able to visually audit various reports and computer print outs for accuracy; moving, bending, stretching and reaching; writing legibly to complete various forms as necessary; 3.
Promotional and Citizen Interaction:
communicating clearly and courteously with citizens, employees, governmental contacts, and commissioners, in person, over the telephone and in written form; thinking and working independently; working varied hours to accommodate various events and meetings; working under stress associated with meeting multiple deadlines.
VII.
WORK ENVIRONMENT:
This position works various schedules to accommodate community events and functions.
This employee will have an office in the City Hall building, with public contact in person, over the phone and through written correspondence.
Equipment used includes a desk, telephone, copy / fax/ scanner / printer, computer, and various computer software programs, and access to a city vehicle.
This position works varied flexible hours to carry out the job functions.
While some portions of the job duties may be performed in the office during normal work day, there will also be after hours, off-site and weekend work as required by the attendance at various events.
This position must also have the ability to work long hours during the event period both indoors and outdoors in various weather conditions.
This employee may be required to work in the event of a declared emergency or major disaster.
If not called in, the employee should maintain contact with the city to determine when they are expected to return to work.
VIII.
ABILITIES:
1.
Ability to plan, develop and administer a special event which involves multiple sponsors, vendors, entertainers, staff and participants.
2.
Ability to develop an event budget and raise funds necessary to support the event, as well as monitor and track those revenues and expenditures.
3.
Ability to communicate effectively, verbally and in writing, prepare reports and maintain records.
4.
Ability to establish and maintain effective working relationship with community and neighborhood groups, external public and private sector agencies, other City employees, event participants, and the general public.
5.
Ability to problem solve effectively and efficiently most often while during events.
6.
Ability to assist in the design a variety of materials and to write in a creative and descriptive manner.
7.
Ability to establish and maintain cooperative relationships with those contacted in the course of work.
